The Centre for Migration Studies of New York organises an annual legal conference on immigration and refugee policy, the proceedings of which are published in a series entitled In Defense of the Alien. This text is the seventeenth volume of the series and covers the 1994 conference. United States immigration and refugee policy issues form the focus of the conferences' deliberations. The 1994 conference explored migration within the North American free trade area, the impact of health care reform on illegal immigrants the demographic effects of the US Immigration Act of 1990 and measures to counter clandestine employment. A new exodus of Haitian and Cuban refugees in 1993 stimulated a debate in the United States about asylum law reform. This debate is reflected in Part V of the text, which looks at asylum law refor in the international context as well as in the United States. The role of UNHCR regional issues for developed countries, women's asylum claims and asylum practice in the European Union are discussed. The final section of the text explores the links between immigration policy and national security, the latter being defined in terms of threats to national values as well as to foreign and domestic policy goals.
